Project Weku Community - Following is the draft witness procedure. We will collect feedback for one week. Thanks!

WeKu adopts a rotating system, and 21 witnesses are selected every 63 seconds, which is responsible for creating and signing the transaction block.
Each account holding WeKu can apply to build a witness node.
Choice of 21 witnesses: 20 accounts with most votes from the users, and 1 randomly selected among the other witnesses after top 20.
Every valid community user has the right to vote. Users can vote on the witness list (the list shows 50 people, a user can cast a maximum 30 votes), or you can directly vote an account by entering the account name.
community moderators have witness inspection rights

The witnesses are the consensus for the community, and their interests should be aligned with the community's interests. They have the responsibilities to maintain the integrity and openness of the platform operation. At the same time, each witness is committed to working with other nodes to ensure the WEKU block creation success rate.
If a witness demonstrates following, the community moderators can publicize the finding and work with the official team to exclude the witness in the new round of elections by voting other witness candidates.
- To obtain gains maliciously, such that seriously damage the fairness and justice of the community
- any activities violating the law, spreading rumors, spreading obscenity, pornography, gambling, violence, terror or abetting.
